1 ½ pounds fingerling potatoes, sliced ½-inch thick
1 tablespoon white-wine vinegar
4 tablespoons whole-grain mustard
3 tablespoons olive oil
1 celery stalk, sliced ½-inch thick
2 scallions, thinly sliced on the diagonal
sea salt and freshly ground pepper to taste
Place the potatoes in a large saucepan and cover with cold water. Place the pan over a high heat and bring to a boil. Add 1 teaspoon of salt and cook the potatoes until just tender, about 7 minutes. Drain and allow the potatoes to cool for 5 minutes.
Meanwhile, whisk together the vinegar, mustard, olive oil, salt, and pepper in a large bowl. Add the warm potatoes, celery, and scallions to the bowl. Season with salt and pepper, if needed, gently toss to combine, then serve.
